Foundation Officers

Sam Hawgood, MBBS, President

Sam Hawgood, MBBS, is the chancellor of the University of California, San Francisco. He has also served as dean of the UCSF School of Medicine and vice chancellor for medical affairs since September of 2009, after having served as interim dean since December of 2007. In addition to his distinguished career at UCSF, where he was also chair of the Department of Pediatrics and associate director of the Cardiovascular Research Institute, he has an international reputation in neonatology research.

John B. Ford, Vice President

John B. Ford is vice chancellor of University Development and Alumni Relations at UCSF and vice president of the UCSF Foundation. Ford leads efforts to raise philanthropic support for the university and medical center and oversees comprehensive programs in alumni relations. He has over 40 years of experience in development and has previously helped organize and successfully implement three campaigns with goals of more than $1 billion.

Steve Downs, Secretary

Steve Downs is executive director of University Development and Alumni Relations (UDAR) and secretary of the UCSF Foundation. Downs is responsible for all financial and administrative services within the Development Office and the UCSF Foundation. In addition, he staffs the Investment and Audit Committees of the UCSF Foundation.

David Harkins, Chief Investment Officer

David recently joined UCSF from the University of Pennsylvania, where he served as the managing director of public markets. He will manage the endowment assets of the UCSF Foundation with strategic attention on stewardship and long-term growth. At the University of Pennsylvania, he was responsible for equities and fixed income, which included sourcing and investing with external managers. He also worked on strategic asset allocation as well alternative asset classes. From 1999 to 2006, he served as vice president and head of equities at ICMA-RC in Washington, DC, managing the sub-advised Vantagepoint Equity Funds and other multi-asset funds. David previously worked at Montgomery Asset Management in San Francisco from 1994 to 1999. He is a CFA charter holder and earned his MBA from the University of Colorado.
